OSB merely brought the underground plugins to the surface for the general public to see. When one client has something and Jagex doesn't shut it down the others have to follow suit. Want gorilla plugin that was removed recently? It's available. Want Zulrah helper that was requested and removed years ago? It's available. There are clients out there running with all features that has ever been requested removed from OSB / RL. Yes, there are multiple other clients ranging from private for personal use to larger communities - that go unnoticed to the reddit hive mind. If only you knew about the other, lesser known, clients that do so so much more than OSB / RL. The reddit echo chamber is incredibly strong when everyone cries about 3PC. It is hilarious how uninformed people are. All of which are against the current rules. Now that is just quick list from two of the clients (they have some overlapping features). No need to compile the client yourself to run a custom plugin. Hotswap plugins with jar files: Facilitates selling of plugins as enabling it is as easy as dropping it in a specific folder. It effectively makes you fetch the config from another url e.g: instead of the default and as that world is not listed in the config it is unaffected by the DDOS. This is why the workaround fix posted in OP works by switching to another world. The jav_config points to a couple of default worlds which gets affected by the DDOS. It still tries the official a few times first which means it may be a bit slow starting up but should be fine afterwards. They are hosting their own jav_config ( or redirecting to another world) for their users as a fallback mechanic for when the client is unable to fetch it from the official default url. The 3rd party clients identified this issue last week when this started.
Due to the DDOS it is sometimes unable to reach the site to get the config causing it to be unable to launch. The official desktop and mobile clients are using this url to get the config. Jagex is being DDOSed on which points to the config file that is needed to launch the client.
